Cephas Lumina, a United Nations human rights expert said on Tuesday that international creditors should cancel Philippines' debt and give the country unconditional grand aid instead of giving new loans to fund massive post-typhoon reconstruction.
According to reports, the central bank confirmed that at the end of 2013, the Philippines' outstanding external debt was $58.5 billion.
